Job Overview/Summary


The National Grants Coordinator will be responsible for Award Management of project, core partners and small grants program. 


Award Management:


-          Administration and management of IRC and its core partners awards in compliance with USAID regulations and IRCs Partnership Excellence for Equality and Results System (PEERS).


-          Manage Project closeout tracker for IRC and partners and follow-up for timely execution of the closeout plans. 


-          Maintain core partner’s program reporting tracker and ensure the reports are being received on time.


-          Ensure timely endorsement of core partners’ program reports by all relevant stakeholders.


-          Assist in drafting of modifications related to IRC and core partners awards. Follow-up for timely review and approvals and uploading of project documents over IRC’s Opportunity Tracking Information System (OTIS).


-          Keep track of IRC and core partners Anti-Terrorism Check and USAID Eligibility Determination validity and ensure both are up-to-date at all times. 


-          Draft emails and requests for USAID approval related to property disposition, closeout plans, waivers and award modifications if any. 


Small Grants Program:


-          Ensure Small Grants Program activities are implemented in-line with the approved work plan and closed out properly following USAID rules/regulations.


-          Ensure all grant files are organized and well managed for planning and preparation of donor reports, project monitoring and audit. 


-          Provide support in review of work plan, program & technical oversight, budget management, reporting compliance and stake holder’s liaison.


-          Oversee program activities, ensure forward planning, adherence with program requirements and timelines, and timely submission of narrative and financial reports by grantees.


-          Extensive coordination with field staff and provide guidance on the programmatic matters related to awarded grants.


-          Ensure awarded grants are on track and to report any identified deviations in the awarded grants with the respective DCOPs.   


-          In coordination with field staff, maintain updated & verified grants beneficiaries data in-line with the PRP’s Monitoring & Evaluation Information System (M&EIS). 


-          Travel to operation/field areas of grantees to monitor on ground progress of program activities.


-          Draft, compile and finalize all internal and external reports, including weekly, monthly, quarterly and annual reports, ensuring high-quality, well-written and timely reports are drafted meeting donor and IRC requirements.


-          Any other task assigned by supervisor.


Job Requirements:


·         University or Masters degree in relevant discipline preferred;


·         Seven plus years of work experience in relief or development programs, preferably on projects with international donor funding;


·         Strong understanding of USAID compliance and sub-award rules and regulations;


·         Previous experience of management of sub-awards, capacity building of partner organizations and USAID closeout processes;


·         Demonstrable understanding of project planning and management cycles;


·         Demonstrated monitoring and evaluation and implementation experience;


·         Strong leadership, staff management, performance management and capacity building skills;


·         Abilities to coordinate well with diverse individuals and teams and to negotiate effectively with colleagues and stakeholders to achieve results;


·         Strong communication skills, both oral and written; Fluency in English and Urdu is required.

The USAID-funded Pakistan Reading Project, implemented by the International Rescue Committee and its partners (Creative Associates International, World Learning, and Institute of Rural Management), is a seven-year project (2013-2020) with the objective to support the provincial and regional departments of education throughout Pakistan to improve reading skills of 1.3 million children in grades one and two. The project will achieve this goal through three distinct but interrelated components that will work in synergy to affect the quality of early grade education: Improved classroom learning environment for reading, Improved policies and systems for reading, and Improved community based support for reading in Pakistan.
