Job Description:

The Provincial Coordinator will be responsible for managing and looking after the overall implementation of the grant in the respective province and to develop and maintain better coordination with provincial stakeholders including provincial TB control programs, director general health services, program head MNCH, provincial AIDS control program, directorate malaria control program.  

S/he will also be responsible to provide administrative, management and technical support to the field teams for effective implementation of project activities in project districts.

The incumbent will be responsible for carefully following/monitoring the progress of the project in the project districts, towards meeting the programmatic and financial objectives, and for preparing monthly and quarterly project progress reports for submission to the supervisor.

The incumbent will carry-out regular monitoring visits of project districts, provide on-site technical support and will ensure quality, validity and timeliness of reports being generated by the field teams.

S/he will ensure standardization and quality of project activities being implemented by field teams.

The incumbent will maintain a positive working relationship within the team and with the district health authorities of project districts.

Management, Supervision and Implementation

  • Provide overall management and supervision in planning and implementing field activities in consultation with the Director of Programs in program districts
  • Coordinate regularly with field teams and district health authorities to ensure effective and efficient implementation of the project activities
  • Responsible for reviewing the reported programmatic and financial data related to the activities conducted in the assigned districts
  • Responsible for arranging meetings, maintaining communication, and troubleshooting problems where required with the local health and other departments as well as with the other stakeholders in close coordination with the supervisor
  • Responsible attending Quarterly Review Meetings in all assigned districts.
  • Ensure development of monthly work plans of DFSs in the assigned districts and their implementation
  • Provide support to field teams in maintaining and updating R&R tools, contact register, stock register and chest camp record sheets and other records through on-job orientations
  • Ensure availability of ATT medicines at all health facilities during regular monitoring visits
  • Responsible for physical verification of ‘under treatment’ and ‘treatment completed’ TB patients during monitoring visits.
  • Ensure field team conducts ‘in person’ contact screening of 100 percent registered bacteriologically positive TB patients
  • Conduct trainings of the PPM doctors paramedics and pharmacy focal persons for Program Optimization
  •  Responsible for submitting quality field visit reports within 5 working days to Director of Programs including all important issues/achievements that were observed/discussed during monthly monitoring visits so that timely action can be taken to address any urgent matter.
  • Ensure participation in monthly program review meetings and share monthly programmatic data
  • Ensure that all target districts have written PPM plans and active monitoring systems
  • Work with the PR team to document best practices, lessons learnt, recommendations and way forward

Coordination and representation

  • Coordinate regularly with PTP, SRs and other stakeholders at the provincial level for program activities
  •  Represent Mercy Corps in coordination and other meetings as and when required including IDMs
  • Maintain close liaison with key governmental and non-governmental stakeholders, ministry of health, WHO, UNAIDS, community-based organizations at the provincial level and represent Mercy Corps on relevant forums.
  • Ensure quality of program interventions at the provincial level and coordinate closely with other departments in the execution of the program management responsibilities.
  • Be the program focal person for coordination at the provincial level
  • Ensure timely resolution of on-going issues related to project implementation
  • Any other task as assigned by the supervisor

Works Directly With:  

  • Senior Program Manager, MEL Manager, Finance and Operations teams, Team Leader South, Project Manager PIU   

Knowledge and Experience

  • MBBS or Master’s in public health or relevant field.
  • At least eight years of work experience in development sector.
  • Experience of working in TB is highly desired. Experience working with an INGO is preferable.
  • Previous experience of working in Global Fund grants is desirable while previous experience with a variety of donors will be an added advantage.
  • Excellent writing skills require.
  • Track record of maintaining liaison with governmental and non-governmental partners.
  • Proficiency in written and spoke English.
