Job Description:

ROLE IN THE ORGANIZATION

This role will be based in Quetta, Killa Saifullah, Lasbela in Balochistan under CDCS. It is a short term contract of three to four months. 

Objectives of the function;

Program Manager will work under the direct supervision of the Country Program Field Coordinator. He/she will be responsible for the overall smooth implementation, development and reporting of program activities. He/she will also be responsible for quality assurance of program delivery within agreed upon timelines and budget.

MISSIONS AND ACTIVITIES;

Your main missions are as follows:

Provide overall project management and compliance (Project goal and impact are achieved through effective and efficient project management).

QUALITY PROGRAM IMPLEMENTATION, DEVELOPMENT AND REPORTING

  • Responsible and accountable for effective programme implementation and development in accordance with Organization’s strategies, organizational and donor policies for quality programming.
  • Ensure that technical support is provided to the field teams during the implementation of projects  and timely support from technical staff / subject specialists and MEAL team is provided for program design, management and reporting
  • Contribute to strategy and proposal development within the area under the overall leadership of Country Program Coordinator (CPC) and the Head of Mission (HOM)..
  • Responsible for ensuring that proposals are relevant, contextualized and meeting donor requirements.
  • Ensure appropriate systems for all aspects of program cycle management are in place.
  • Ensure Childwelfare Outcomes and key sponsorship standards are met in the entire program implementation progress and phase.
  • Work closely with the country program team on annual plan of action (POA) and contribute in devising program  activities under the supervision of country program coordinator.
  • Help CPC and HOM in operationalizing the country strategy.
  • Set strategies and operational timely measures to effectively respond to the needs identified.
  • Prioritize project activities /issues and define alternate initiatives.
  • Provide guidance and direction for effective planning, implementation, and monitoring of agreed plans of respective budgets.
  • Work closely with inter-departmental functions for program management to ensure timely coordination and compliance around various stages in the project cycle management.

COORDINATION

  • Strong coordination with field coordinators, Country Program Coordinator and Head of Mission regarding fundraising and project/ proposal development.
  • Explore opportunities to establish consortiums with likeminded I/NGOs to develop and submit proposals for funding   
  • Work closely with Country Program Coordinator, projects manager, technical advisors and MEAL manager to assure appropriate monitoring and evaluation systems are maintained to increase quality and program appropriateness over time.
  • Depending on the context and mission needs, develop and implement the base level strategy integrating donors and SIF projects in collaboration with the respective project managers and technical coordinator(s).
  • Ensure program assessments are conducted timely in accordance with donor/SIF specific requirements and make sure information is  analysed and shared with all stakeholders and appropriate actions are effected by program technical staff in collaboration with clients, and partners
  • Provide on job training and coaching on effective programme management, and ensure facilitation to the field staff in effective projects cycle management.
  • Monitor each level and step of implementation to ensure the relevance of the action delivered to the beneficiaries and the quality of the program in respect to SIF requirements

MONITORING AND REPORTING

  • Supervise, and put in place strong monitoring systems and exercise periodic field supervision of program/project implementation. 
  • Develop forms and records to document project activities and measure their impact.
  • Archive all the data including activity reports, assessments, completion reports, pictures, IEC material etc.
  • Update project monitoring tools in collaboration with base MEAL and report on the activities progress.
  • Make frequent field visits to project areas to monitor implementation of activities.
  • Identify opportunities and constraints to adjust collectively the activity implementation if needed.
  • Develop monitoring and reporting mechanisms at different levels, e.g. formal data collection for advocacy, qualitative measures for program development, information for donor reports.
  • Set up new tools for monitoring and evaluation in close coordination with the MEAL unit.
  • Regularly monitor project activities and provide timely inputs and feedback to the Field Coordinators and Country Program Coordinator.
  • Timely submission of daily and weekly Progress updates to CPC.
  • Ensure monthly, quarterly, semi-annual, annual and other program reports are prepared and documented in time. 
  • Compile and maintain proper record keeping of project activities in hard files and electronically.
  • Responsible to maintain record of internal and external communication including emails, letters, and other relevant documents.
  • To follow up with implementing partners and sub-contractors on preparation and submission of progress reports as per agreed format.
  • Oversee all information/data gathering in the field and consolidation of monthly quantitative and qualitative reports for donor reporting.
  • Capture evidences of good practices and lessons learnt along with MOVs on a regular basis.

TEAM CAPACITY BUILDING

  • Define and update the human resources needs for his/her program.
  • Contribute to recruitment of staff (job descriptions, CVs, tests, and interviews).
  • Ensure daily coordination with all relevant staff.
  • Identify and ensure capacity building needs of his/her team, with resources available internally.
  • Ensure a good communication – coordination – information level of each member of his/her team through weekly and monthly coordination meetings and report to Field.
  • Ensure feedback mechanism between different sectors and his/her staff, and towards them about issues rose in the field.
  • Ensure conflict resolution (personal and professional) within his/her team and inform the Field Coordinator.

REPRESENTATION

  • Represent SIF in meetings, advocate and promote program goals and objectives, and communicate with major partners on policies.
  • Liaise with other institution and organization for developing consortia as per organizational strategy.
  • Represent SIF vis-à-vis local authorities in the area of intervention for all issues linked to the program, in coordination with the CPC and HOM.

BUDGET FOLLOW UP

  • Development of forecast for the projects and oversee effective financial management of the program’s grant/s and activities, with the support of the Field Coordinators and Program/Base Managers.
  • Monitor the projects spending and provide justification for the budget variance. 

LOGISTIC

  • Participate in the elaboration of the projects’ procurement plans, according to the thresholds and procurement processes.
  • Plan movements and needs for vehicles for his/her program.
  • Work closely with the logistics team through follow up on project related procurements, processing and submission of approved purchase requests.

ESSENTIAL;

  • Substantial experience in project management including project planning, implementation, monitoring and evaluation and narrative and financial reporting.
  • Experienced in conducting baseline surveys, project reviews and evaluations
  • Adapt in performance management to ensure high-quality output and performance of staff.
  • Develop and ensure appropriate tools and strategies to monitor the implementation of the program, its quality and impact.
  • Well versed in resolving issues that come up during project implementation.
  • Essential experience in Enterprise Development and implementation of FSL project through livelihood intervention.

Communication & Technical Skills; 

  • Experience in project cycle management and proposal writing.
  • Demonstrated Results-Based Management and leadership skills, including monitoring and reporting, managing budgets, as well as database management.
  • Excellent written and oral communication skills.
  • Experience in consultation and liaison with government and non-governmental officials.
  • Strong organizational and work planning skills, with the ability to prioritize multiple tasks in a high volume work environment with tight deadlines.
  • Ability to plan activities and to set clearly defined objectives and high levels of quality/ productivity for self, own team or department.
  • Experience in proactively identifying issues and proven problem-solving skills.
  • Excellent command of English and Urdu (speaking and writing); knowledge of other provincial languages and dialects will be an advantage.
