Job Description:

IRC has been working in Pakistan for over 30 years, and manages & delivers large, complex programs to meet needs in health, education, protection, environmental health and livelihoods for displaced, poor & conflict-affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa and Sindh provinces.

Job Overview/Summary:

Under the supervision of Sr. Program Coordinator, the DRR Infrastructure Manager will be responsible for planning and successful implementation of construction/rehabilitation of DRR Infrastructure (CBDRM, Agriculture, WASH)  as per the standards and norms in the target districts under IRC Sindh BDRP project

Major Responsibilities:

·        Extend technical support to other sectors and community in conducting need assessment for identification and verification of selected drought/ flood damaged location for small, medium and large scale Risk Mitigation Projects and priority ranking of DRR/ WASH interventions.

·        Prepare technical design, Bill of Quantity (BOQs), budget, tender and SOPs documents for all resilient infrastructure related activities

·        Provide technical assistance to the DRR, WASH, MEAL and Livelihoods teams for the identification, prioritization and monitoring of the infrastructure activities

·        To conduct trainings regarding operation and maintenance of infrastructure schemes for beneficiaries through coordination with CDMCs.

·        Regular monitoring of ongoing construction activities to ensure that all the activities are implemented as per design, specifications, work schedule and also contributing to resilience.

·        Keep close inter-sector coordination through mainstreaming DRR activities. 

·        Ensure storage and delivery of related materials, equipment, tools and consumables on work site and maintenance of proper records.

·        Prepare work completion reports of the DRR schemes and submit to the supervisor for necessary verification, payment to the labor in a timely manner and compliance

·        Working in harmony with all other project staff and field team for the effective and efficient day-to-day management of the project in Sindh

·        Prepare weekly, monthly work plans and progress reports

·        Represent IRC in consortium or other forums

·        Any other task assigned by the line manager

Position Reports to:  Sr. Program Coordinator      

Position directly supervises:  Field Engineers

Job Requirements:

Education:

 

M. Sc / B. Sc Engineering Preferably Civil or in Life and Environmental Sciences

Work Experience:

Total Work Experience 5 years in the related field of DRR focused infrastructure,  

Demonstrated Skills and Competencies:

·       Strong organizational, interpersonal, and communication skills. 

·       Good team player and coordination skills

·       Experience of working on DRR focused infrastructure  

·       Experience of working with government line departments (PHED, irrigation)

·       Strong knowledge of local living conditions and infrastructure

·       Sound knowledge of SPHERE standards

·       Ability to work without close supervision

·       Good Command on engineering plans, design, BoQs, layout and use of Auto Cad

·       Knowledge of Computer, MS Office

Language Skills: 

·       Strong oral and written English, Urdu

·       Local languages

 

Desirable criteria:  

·       Work with INGOs

·        Experience of working in North Sindh
